With the current significant substance use and overdose epidemic due to the manufacturing and distribution of illicit drugs highly potent synthetic opioids (containing fentanyl or fentanyl analogs) and animal tranquilizers (like xylazine) into many types of drugs (including stimulants and counterfeit prescription pills), it is important to implement harm reduction services and practices.

Harm reduction is an evidence-based approach to engaging people who use drugs and providing them life-saving tools and information to potentially save their lives. These services aim to prevent overdose and infectious disease transmission; improve physical, mental, and social wellbeing; and offer low barrier options for accessing.

What is a distribution site and how do I become one?

A Harm Reduction Distribution Site is a community-based entity that has completed an agreement and has been approved to distribute harm reduction products on behalf of the state of Louisiana to individuals and other entities as an overall approach to reducing overdoses and transmission of infectious diseases. To become a distribution site, you must complete the application providing the information requested and agree to distribute materials to the public (individuals and other entities).

Who can become a distribution site?

Any community-based organization that serves people who use drugs, people who inject drugs, and people who associate with these populations can become a distribution site. These include:

• Harm Reduction Teams
• Local Governing Entities
• Social Service Agencies
• Day Reporting Centers
• Drop-In Centers

What are the responsibilities of a distribution site?

As a distribution site, entities and individuals agree to the following:

• Distribute materials from the Harm Reduction Hub to the community, including individuals and other institutions/agencies that are not distribution sites, and will be available as listed on the Harm Reduction Hub website;
• Provide education and training on recognition of opioid overdose and appropriate use of the opioid antidote, naloxone;
• Engage priority populations (people who use drugs, including opioids such as fentanyl and other drugs, and friends and family members who may witness/respond to an overdose);
• Participate in both the Portal Orientation facilitated by the Harm Reduction Hub Monitor and the Narcan & Fentanyl Test Strip Use training offered by the Office of Public Health STD/HIV/Hepatitis Program BEFORE distribution begins;
• Submit accurate and complete monthly reporting forms by the 10^th of each month (if the 10^th falls on a weekend, submit by the Friday prior to the 10^th). Orders will not be filled until the monthly reporting form is accurate, complete and submitted;
• Be available, communicative, and responsive to harm reduction material requests – if the primary contact is not available, the secondary contact must be reachable and informed on the Harm Reduction Hub requirements
